To reform immigration
Be it enacted by the Members of the YLI Congress
of the United States of America in Congress assembled
Section 1. Title.
This Act may be cited as the “Pathway to Opportunity.”
Section 2. Purposes
(1) Establish harsher laws against illegal immigration and those who knowledgably support them
(2) Make citizenship more accessible to law-abiding immigrants
(3) Raise the number of immigrants legally allowed in the country
Section 3. Eligibility.
New opportunity for citizenship will be restricted to
(1) Law-abiding immigrants
Section 4. Findings.
(1) Arizona spends $1.3 billion a year on illegal immigrants
(2) $7.4 billion is spent each year to educate illegal immigrant children
(3) California spends $2.2 billion a year to educate illegal immigrant children
(4) In 2007, there were 37.9 million immigrants in the United States
(5) In 2007, 11.3 million illegal immigrants lived in the United States
(6) Each year only 700,000 immigrants are legally allowed in the Untied States
Section 5. Terms and Benefits of service.
(1) Deportation for illegal immigrants
(2) Deported illegal immigrants may later reenter country legally
(3) People who knowingly assist illegal immigrants will receive a fine of at least $1,000 and possible jail time
(4) Immigrants who enter legally and seek citizenship will have more opportunities to take a citizenship test funded by the federal government

It gives a really good overview of the issue today---both sides---and a good overview of what the states are doing and what the federal govt. is or is not doing.
